Mozambique, one of Africa’s most disaster-prone countries, is set to enhance its resilience against climate related crises through an innovative drone-driven initiative. The African Development Bank (AfDB), the Government of Mozambique and Korea’s Busan Technopark have launched the Drone-Based Disaster Management Project, aimed at strengthening the country’s disaster preparedness and response.
The initiative, funded by the Korea-Africa Economic Cooperation (KOAFEC) Trust Fund, was unveiled in Maputo on 3 April 2025. It will establish a drone training centre, equipping 30 professionals including 10 instructors with the skills needed for disaster response. Additionally, a drone-based monitoring and response system will be deployed across five high-risk flood zones, improving real-time disaster monitoring, early warning systems and predictive flood modeling.
Busan Technopark, a leader in technological innovation and disaster management, will oversee the six month implementation period. Beyond this, the project aims to evolve into a regional centre of excellence, ensuring Mozambique’s long-term autonomy in operating and maintaining drone-based solutions.
During the launch event, Muchanga Américo, Mozambique’s Minister of Communication and Digital Transformation, welcomed the initiative, stating,”We warmly welcome the Drone-Based Disaster Management Project as an innovative initiative that harnesses cutting-edge technology to strengthen our disaster preparedness and response. This is just the beginning.”
The project underscores the power of international cooperation, uniting governments, development institutions and the private sector to protect lives and promote sustainable development. Flavio da Gama, African Development Bank Country Economist, highlighted its broader impact,”This project is not just about technology. It reflects the power of collaboration in building resilience, protecting communities and advancing sustainable development.”
As a global leader in Unmanned Aerial Vehicle (UAV) technology, Korea has successfully deployed drones for real-time data collection and disaster management. Changmoon Yang, Managing Director of Busan Technopark, noted, “Drones provide critical data for flood management. This project will showcase how technology can save lives.”
Korean Ambassador to Mozambique, Bokwon Kang, also expressed interest in deepening cooperation in digital innovation and disaster resilience. The project concluded with the signing of a tripartite agreement between the African Development Bank, Busan Technopark and the Mozambican government, paving the way for full implementation. Aligned with the African Development Bank’s commitment to climate resilience and digital transformation, this initiative could serve as a model for other disaster-prone regions in Africa, leveraging drones and digital solutions for risk management.
