Mozambique is pushing for deeper coordination across its blue economy sectors, with the Secretary of State for the Sea and Fisheries calling for a systems-wide approach to unlock the country’s significant but underutilised aquaculture potential.

Momade Arnaldo Juízo made the call at the opening of the first ordinary session of the 2026 Blue Economy Council in Nicoadala district, Zambezia province. “For this event, we will focus on capturing experiences and lessons regarding the production and sale of aquaculture inputs, with a view to producing and supplying the market,” said Juízo, framing the session as an opportunity to move from aspiration to concrete sectoral alignment.

He argued that the blue economy demands a fundamental shift in how the government and its partners approach the sector, away from siloed, departmental thinking and towards an integrated model where fisheries, energy, tourism, infrastructure, connectivity, environment, science and finance converge. Juízo described the blue economy as something that “happens within communities and regions where water sustains people’s daily lives” and challenged attendees to produce high-quality, technically grounded recommendations that could strengthen public policy and bolster the Blue Economy Development Fund, ProAzul.

ProAzul Chairperson Osvaldo Petersburgo described the session as a unique opportunity to identify solutions and align sectoral priorities, bringing together key players from across the aquaculture value chain. With Mozambique’s coastline, river systems and marine resources among the most extensive in southern Africa, the gap between the country’s blue economy potential and its current output remains wide and the council’s work is increasingly focused on closing it.
